If I were to download Ubuntu Server (https://ubuntu.com/download/server) on a computer could I also download Vicidial on that? Am I way off base? Should I just download Ubuntu Desktop on a computer and then Vicidial Server?
I am not the most computer savvy...

Install Vicidial On Windows
Vicidial was never designed to work under windows. Sure all of the various components might run, but they are not likely to be able to run with the priority that they need under windows. There is no telling what issues you might encounter. The most obvious would be dropped calls and poor audio, but there could be hundreds of other issues.
